RE:                  Facility Needs within 10 years


 

 

We were asked at the last meeting which of the recommended needs/items listed in the Facility and Capacity Assessment Report should not wait for ten years. Here is our response:

 

All the items listed in the report need to be addressed and repaired, however those listed in the ten year category could get significantly more hazardous or fail completely if not addressed prior to the 10 years. 

 

Architectural:

 

Items needing to be repaired within ten years:

1.       Replace roofs where identified

2.       Replace breezeways where identified

3.       Improve drainage issues at various sites

 

Items needing to be repaired within twenty years:

All other items, other than listed above, should be addressed within twenty years.

 

Note:

Though buildings will not fail, it would be recommended for the district to prepare an ADA plan for the entire district and begin implementation throughout all facilities within the next few years to avoid civil lawsuits.

 

Structural:

 

Items needing to be repaired within ten years:

1.                          Repair/replace all deteriorated covered walkways and supports. (All locations, as applicable)

2.                          Separate walkway canopies from main buildings. (All locations, as applicable)

3.                          Epoxy inject cracks and brace chimney. (Bellview Elementary)

4.                          Epoxy inject cracks in chimney. (Walker Elementary)

5.                          Epoxy inject cracks at walkways and concrete rails. (Humanities Building, AHS)

6.                          Repair steel and epoxy inject concrete at stairs. (Science/Math Building, AHS)

7.                          Repair water decay to structure. (Industrial Arts Building, AHS)

8.                          Add foundation and attach to existing structure. (Willow Wind, main structure)

9.                          Shore supports at walkway to stop erosion. (Willow Wind, main structure)

10.                       Repair and replace deteriorated deck.  (Willow Wind, main structure)

 

Items needing to be repaired within twenty years:

All other items, other than listed above, should be addressed within twenty years. The condition of these items will not worsen, but failure could occur at any time from high winds or earthquake. 

 


Mechanical:

 

In general most of the equipment was well beyond its useful life, and without the high level of maintenance (that has obviously been the districts standard), this equipment would have already been replaced.  The other issue to consider is the energy consumption of this older equipment and the impact it has on the district’s energy costs.

 

Items needing to be repaired/replaced ASAP:

 

1.       Replace domestic hot and cold water piping (All schools and district buildings)

2.       Provide AHU for ventilation of basement area. (Walker ES)

3.       Provide AHU for ventilation in office and shop areas. (Transportation Building)

4.       Provide Code approved paint booth. (Maintenance Bldg.)

5.       Provide AHU for ventilation in office area, metal shop, and wood shop. (Maintenance Bldg.)

6.       Replace Boiler system (Lincoln ES)

7.       Provide Ventilation unit for interior areas (Lincoln ES)

8.       Replace Cooling Tower (Helman ES)

9.       Replace Domestic HW heater (Central Office)

10.   Provide Ventilation in cafeteria, restrooms, and basement (Bellview ES)

 

Items needing to be repaired/replaced within ten years:

All other items, other than listed above, should be addressed within ten years.   Depending on the bond amount pursued, installing full DDC controls into schools would provide energy savings and better control of mechanical systems.

 

Note:

Fire Sprinkler upgrades at all schools would be desirable within the next ten years. This is mainly a life safety issue and part of that decision may fall on the insurance requirements for the school district. 

 

Electrical:

 

The biggest issue with lighting is an energy payback.  A lot of the light fixtures are in poor condition but are working.  The question of when to replace comes into play when energy costs keep rising.

 

Items needing to be repaired or added immediately:

1.       Fire Alarm Systems. (All locations, as applicable).

2.       Add emergency lighting.  (All locations, as applicable).

3.       Replace the electrical panels and switchboards. (Ashland M.S., Bellview, Briscoe, Central Office, Walker)

4.       Replace panels. (Lincoln, Willow Wind)

5.       Replace all electrical infrastructure (panels and switchboards) in English Building , Metal/Wood shops, grandstands and Gymnasium/Music building. (Ashland H.S.)

6.       The Transportation Building and Maintenance should also be considered in replacing electrical equipment but the schools should take priority.

All other items, other than listed above, should be addressed within ten years.
